Windows button (i.e., Start on other versions of Windows) and then Control Panel.
Regional and Language Options.
Keyboards and Languages tab.
Change keyboards....
Add (under Installed Services).
Ok.

Alt + Shift should allow you to cycle through language layouts.
Start and then Control Panel.
Control Panel, if you are in Category View, click Switch to Classic View in the top left corner.

Languages tab.
Text Services and Input Languages, click on Details.
Installed Services, click Add.
Ok, and then click Ok once more.
Alt + Shift.
To change the language layout for your keyboard (ie, use different character set/key order etc), you can click on the flag (usually USA) at the top right corner of the screen. This menu has an option “Open International” - select it. Put a check mark next to the language you are interested in.
If your computer does not have a flag there already, click the Apple menu in the upper left hand corner, go to System Preferences, and under Personal click International. Go to the Input Menu tab, and check the box for the language you want. This will also likely make the flag appear since now your Mac knows you want choices.
You can make multiple layouts available on the flag menu by checking multiple languages at once. You will be able to choose between them by clicking on the flag icon.
To also display the name of the layout next to the flag, selecting “Show/Hide Input Source” on the flag menu.

Changing keyboard layout does not change the menu language. To do this: MacLanguageChange
To spell check in another language: MacWordAltLanguageCheck
Make your computer let you toggle back and forth between input languages!
